Welfare Fraud Task Force Announces Arrests

Liberty, NY – The Sullivan County Welfare Fraud Task Force has made the following arrests:   

  • May 5, 2025 – Cindy L. Kelly, 41, of Liberty, was arrested and charged with Welfare Fraud in the 3rd Degree, a Class D felony, and Offering a False Instrument for Filing in the 1st Degree, a Class E felony. It is alleged that between March 9, 2020 and February 28, 2021, Kelly was in receipt of SNAP Benefits issued by the Sullivan County Department of Social Services, while on June 11, 2020, Kelly filed a SNAP Application/Recertification and failed to disclose that her husband was living with her in her home and gainfully employed for the entire time frame indicated above. This failure to disclose truthful and accurate information to the Department of Social Services resulted in Kelly receiving $3,794 in SNAP Benefits to which she was not otherwise entitled. Kelly was processed and released pending a future court date in the Town of Liberty Court.
  • May 6, 2025 – Yoselin Rodriguez-Diaz, 21, of South Fallsburg, was arrested and charged with Grand Larceny in the 4th Degree, a Class E felony. It is alleged that between October 1 and November 30, 2024, Rodriguez-Diaz was in receipt of SNAP Benefits issued by the Sullivan County Department of Social Services and yet during this same time period was employed but failed to report that income to the Department. This failure resulted in Rodriguez-Diaz receiving $1,072 in SNAP Benefits to which she was not otherwise entitled. Rodriguez-Diaz was processed and released on an appearance ticket to return to the Town of Liberty Court at a later date.
  • May 10, 2025 – Vanessa A. Bollin, 37, of Woodbourne, was arrested and charged with Welfare Fraud in the 4th Degree, a Class E felony, and Offering a False Instrument for Filing in the 1st Degree, a Class E felony. It is alleged that between April 29 and November 30, 2024, Bollin was in receipt of SNAP Benefits issued by the Sullivan County Department of Social Services, while on a SNAP Application/Recertification dated April 29, 2024, Bollin failed to disclose that her child’s father was residing in the home with her, and during the time frame indicated was gainfully employed. This failure to report truthful and accurate information to the Department of Social Services resulted in Bollin receiving $1,434 in SNAP Benefits to which she was not otherwise entitled. Bollin was processed and released on an appearance ticket to return to the Town of Liberty Court at a later date.
