Liberty, NY – The Sullivan County Welfare Fraud Task Force has made the following arrests:
- Stacey J. Depew, 39, of Fallsburg, was arrested and charged with Welfare Fraud in the 4th Degree, a Class E felony, and Offering a False Instrument for Filing 1st Degree, a Class E felony. It is alleged that between April 1, 2022 and October 30, 2022, Depew was in receipt of Temporary Assistance Benefits issued by the Sullivan County Department of Social Services. It is also alleged that on August 8, 2022, Depew filed a Temporary Assistance Benefits Recertification and failed to disclose household income, resulting in Depew receiving $2,311.60 in benefits to which she was not otherwise entitled.
Additionally, between February 1, 2025 and June 30, 2025, it is alleged Depew again failed to report household income on a Temporary Assistance Recertification/Application, leading to the additional charges of Welfare Fraud in the 4th Degree, a Class E felony, and Offering a False Instrument for Filing in the 1st Degree, a Class E felony. This unreported income resulted in the defendant receiving Temporary Assistance Benefits and SNAP Benefits in the amount of $2,307 to which she was not otherwise entitled. Depew was released pending a future court date in the Town of Liberty.
- Jessica C. Kelly, 32, of Jeffersonville, was arrested and charged with Theft of Services/Obtain Transportation with the Intent to Defraud Without Paying, a Class A misdemeanor. It is alleged that on 12 separate dates, Kelly obtained medical transportation through deception and never had a doctor’s appointment. Kelly’s fraud in Medical Transportation appointments resulted in the Sullivan County Department of Social Services paying $964.84 for non-medical transports. Kelly was released pending a future court date in the Town of Liberty Court.
- Joy L. McCall, 41, of Rock Hill, was arrested and charged with Welfare Fraud in the 3rd Degree, a Class D felony, and Offering a False Instrument for Filing in the 1st Degree, a Class E felony. It is alleged that between December 6, 2024 and May 30, 2025, McCall was in receipt of SNAP benefits issued by the Sullivan County Department of Social Services. It is also alleged that McCall filed two pay stubs with the Sullivan County Department of Social Services that contained false information about her actual income. McCall’s failure to report accurate and truthful information about her income resulted in her receiving $6,948 in SNAP Benefits to which she was not otherwise entitled. She was released pending a future court date in the Town of Liberty Court.
- Brandan C. Ware, 39, of Monticello, was arrested and charged with Welfare Fraud in the 3rd Degree, a Class D felony, & Offering a False Instrument for Filing in the 1st Degree, a Class E felony. It is alleged that between May 1, 2022 and October 31, 2024, Ware was in receipt of SNAP Benefits issued by the Sullivan County Department of Social Services. It is also alleged that Ware filed two separate SNAP Applications/Recertification as well as a false statement from her employer. It is further alleged that in April 2024, Ware received a large lump-sum payment from the Workers Compensation Board. Ware’s failure to report truthful and accurate information to the Department of Social Services pertaining to her income and lump-sum payment form Workers Compensation resulted in her receiving $16,907.36 in SNAP/Temporary Assistance benefits to which she was not otherwise entitled. Ware was arraigned and remanded to the Sullivan County Jail pending a future court date in the Town of Liberty Court.
