Welfare Fraud Task Force Announces Arrests

Liberty, NY – The Sullivan County Welfare Fraud Task Force has arrested:

  • March 10, 2025 – Crystal J. Barclay, 39, of Liberty, was charged with Welfare Fraud in the 3rd Degree, a Class D felony, and Offering a False Instrument for Filing in the 1st Degree, a Class E felony. It is alleged that between April 19, 2023 and November 30, 2023, Barclay was in receipt of SNAP Benefits issued by the Sullivan County Department of Social Services. It is also alleged that during the time period indicated, Barclay was employed at a local business but failed to disclose this employment on a SNAP re-certification application in June 2023. This failure to disclose truthful and accurate information about employment to the Department of Social Services resulted in Barclay receiving $3,672 in SNAP Benefits to which she was not otherwise entitled. Barclay was arrested and released pending a future court date in the Town of Liberty Court.
  • March 27, 2025 – Maureen F. Mago, 48, of Newburgh, was charged with Grand Larceny in the 4th Degree, a Class E felony. It is alleged that between January 28, 2022 and October 31, 2022, Mago was in receipt of SNAP Benefits issued by the Sullivan County Department of Social Services. It is also alleged that during this same time period that Mago was employed. This failure to disclose her employment to the Department of Social Services resulted in Mago receiving $1,745 in SNAP benefits to which she was not otherwise entitled. Mago was arrested and released on an appearance ticket to return to the Town of Liberty Court at a later date.
  • April 17, 2025 – Alberto L. Conde, 38, of Wurtsboro, was charged with Offering a False Instrument for Filing in the 1st Degree, a Class E felony. It is alleged that between April 7, 2021 and June 4, 2021, Conde was gainfully employed by a local business. On a SNAP Application/ Recertification dated June 4, 2021, Conde failed to disclose income from that employment. This failure to report income to the Sullivan County Department of Social Services resulted in Conde receiving $659 in SNAP benefits to which he was not otherwise entitled. Conde was arrested on a warrant and arraigned in the Town of Liberty Court. He was subsequently remanded to the Sullivan County Jail pending a future Court Date in the Town of Liberty Court.
  • April 26, 2025 – Janeth A. Flores, 38, of Monticello, was charged with Welfare Fraud in the 4th Degree, a Class E felony, and Offering a False Instrument for Filing in the 1st Degree, a Class E felony. It is alleged that between February 15, 2023 and June 30, 2023, Flores was in receipt of SNAP benefits issued by the Sullivan County Department of Social Services. It is also alleged that Flores was gainfully employed from November 10, 2022 through the date of her last SNAP Application/ Recertification (February 15, 2023), where she failed to disclose her income. This unreported income resulted in Flores receiving $1,296 in SNAP Benefits to which she was not otherwise entitled. Flores was arrested and released on an appearance ticket to return to the Town of Liberty Court at a later date.
