Monticello, NY - On July 30, 2025, Sullivan County District Attorney Brian P. Conaty announced the promotion of DA Investigator Scott Kinne to Chief Investigator for the Sullivan County District Attorney’s Office.  This is the first time in Sullivan County history that such an appointment has been made.

Chief Investigator Kinne has been with the District Attorney’s Office since 2021 after retiring from his 28 year career with the Village of Liberty Police Department, where he served in all capacities on patrol, as a detective, sergeant, and Chief of Police for his final 10 years. During his time with the District Attorney’s Office, Kinne has investigated and assisted this Office on the most serious criminal cases from inception through trial in an effort to hold dangerous criminals to account and vindicate the rights of victims.  Through such time, Kinne has demonstrated natural leadership qualities, an undeterred commitment to public service, and determination to do what is right for the Sullivan County community and those who serve in law enforcement. Those are exceptional qualities that are driven into his core. These same qualities will continue to serve as the foundation upon which policy is established in this office.

Conaty said: “Kinne has been by my side since day one. Together, we have developed policies and strategies to streamline the prosecutions of criminal cases, recruit and develop young prosecutors, and utilize state grant monies to purchase cutting-edge equipment and technology, among many other notable accomplishments. Collectively, these initiatives make Sullivan County a safer place and I’m proud to promote him to Chief Investigator.”
