WASTE TO ENERGY FACILITY
R-25-21
Sullivan County, New York is requesting proposals from companies to explore a partnership with a commercial firm for the development of a Waste to Energy (WTE) facility as a component of their long-term sustainability initiative. This new facility will be located within Sullivan County for the purpose of establishing local responsibility for in-county management of waste generated within the county.
This Request for Proposal (RFP) is being issued by Sullivan County in accordance with the provisions of Section 120-w of the General Municipal Law of New York State. As such, the County’s selection of a company through this RFP process will be based on an evaluation of numerous factors and contract negotiations, and will not be solely based on price or potential revenues to the County.

There will be a pre-proposal conference and site visit that will be conducted at 91 Landfill Drive, Monticello, NY, on Friday, March 6, 2026 at 10:00 am.
